Comprehensive study is paramount

At the Oct. 8 meeting of the Harpswell Fire and Rescue Planning Committee, our town administrator and fire administrator distributed to the committee members a draft document for discussion. The document, following committee discussions, outlines a scope of work for an expert consultant who would help the town develop “a comprehensive organizational and operational model for establishing a municipal fire and rescue department that provides coordinated and equitable fire protection and emergency response services throughout the town of Harpswell.” It goes on to say the study “shall also specifically evaluate and define roles for the community’s three independent volunteer fire and rescue departments within the municipal system.”

The consensus was that the next step would be to develop a request for proposals from consulting firms.

My informal conversations with others indicate strong support for this effort. It has been clear for the last few years that the largely volunteer-based coverage model with three districts operating as individual nonprofits is no longer viable. Recruiting volunteers is increasingly challenging, both here and around the country.

At this juncture, a comprehensive study is paramount. The last time this was done was in 2008. The consulting firm that did the 2008 study (available on the town website) will hopefully be among the bidders. The data collection and analysis from relevant sections could, I think, be easily updated. The firm’s experience could make the process more efficient and cost-effective, and the resulting study could provide the guidance the committee is seeking.

Cundy’s Harbor and Orr’s and Bailey Islands Fire Chief Ben Wallace underscored the importance of being proactive in planning for the future. Harpswell Neck Fire Chief Dave Mercier stressed the need to get input from and seek engagement with the public. We should support the chiefs and the Fire and Rescue Planning Committee.
