State wants more information about comprehensive plan

In November, Harpswell voters approved a new comprehensive plan by a wide margin. Simultaneously, the plan was being reviewed by state agencies to determine its completeness and suggest ways to improve it.

The plan received many positive comments regarding its scope and quality, but the state also requested some clarifications and additional information.

First, the state wants us to add or clarify the number of residences we estimate will be developed in the next 10-15 years, as well as any commercial development that is anticipated. These numbers will be derived from historical data and input from the Code Enforcement Office.

Second, the state asked for clarification about how natural resources will be protected from future development. This will require additional dialogue with the Planning Board and Conservation Commission.

Third, the state would like clarification about how our capital investment plan will support future land use. We will work with the town staff, Budget Advisory Committee and Planning Board to address this.

Fourth, the state wants assurance that the Code Enforcement Office has the tools necessary to enforce land use regulations and that the code enforcement officer is certified.

Finally, the state wants greater clarity about why the town is asking for a growth area exemption. A letter we sent with this request was deemed insufficient because it was not included in the plan itself, so it may not have been fully endorsed or understood by the voters.

Several other recommendations, mostly editorial, were made; however, none were considered critical to the plan’s acceptance.

The chair and co-chair of the Comprehensive Plan Task Force recently met with the town administrator, town planner and Select Board liaison to review the state’s comments. All agreed that they can be resolved in a straightforward fashion. The town will respond to the state as soon as possible. The task force will remain engaged throughout this process.

A public hearing may be required prior to the March Town Meeting to ensure any and all changes are supported by the community. Any amendments to the comprehensive plan will require a vote.
