The importance of a comprehensive plan

As the town prepares for a final vote on the comprehensive plan in November, it’s worth reiterating some of the key reasons why having a plan is important.

First, while the state no longer requires comprehensive plans, towns that develop one and get it certified become eligible for a wide range of valuable state grant and loan programs, including Community Development Block Grants, funding to protect land for conservation and recreation, and money for various environmental projects. Up to $80 million is available for these and related efforts.

Second, having a comprehensive plan provides a town with a shared vision for the future, which can help guide future growth and development and coordinate future planning and policy decisions.

The shared vision for Harpswell was developed early in the planning process and was based on significant community input, along with advice from planning professionals. Although short and aspirational, the vision statement captures key goals, values and priorities, and has served as a basis for task force deliberations throughout the process. It states: “In Harpswell, we cherish our rural roots, our flourishing fishing community, and the remarkable natural resources that surround us. We are committed to being a community that is a welcoming place to raise children and enjoy life as an older adult, where businesses can thrive, and everyone has access to our vibrant waterfront.”

The task force subsequently broke this vision statement into eight elements, or focus areas, which helped organize the goals and recommended strategies in the plan.

In the August Anchor, these goals and strategies will be addressed in more detail. In the meantime, the community is encouraged to review the plan, which is posted on the town website.
