It has been many years since Harpswell last considered enlarging its Select Board. I think it is time for taxpayers to reconsider the expansion of the board from three members to five.
Why? More and more towns, especially in New England, are upgrading from three to five because of the advantages of the larger size. First and foremost, a larger board enhances the representation of various viewpoints and segments in the population. It expands and diversifies the perspectives represented by the board, especially on key issues, thereby ensuring improved decision-making and sound governance. Finally, it greatly reduces the risk of deadlock.
The Select Board recently voted to consult with an attorney on what constitutes a conflict of interest because the issue came up with regard to the Clark Cove question. When a conflict arises, the Select Board member must recuse himself or herself. That leaves only two votes, which greatly enhances the chance of a deadlock.
I personally feel a larger, more diverse board would likely include members who better represent my demographic. In short, it would make town governance more inclusionary.
